Factbox: EU sanctions against Iran (Reuters)

BRUSSELS (Reuters) ? Here is an outline of EU sanctions against Iran over its nuclear program. New sanctions were imposed Monday.

MONDAY'S STEPS

A ban on the transport, purchase and import into Europe of Iranian crude oil and petroleum products and related finance and insurance. Contracts already concluded can be executed until July 1 and the measures will be reviewed before May 1.

The sanctions also ban the export of key technology for the energy sector and new investment in Iranian petrochemical firms and joint ventures with these companies.

The EU also froze the assets of the Iran's central bank in the European Union and banned trade in gold, precious metals and diamonds with Iranian public bodies and the central bank.

In addition, the sanctions bar the sale to Iran of more "sensitive dual use" goods -- those that can have a military or security application -- and add three people to a list of those targeted by asset freezes and visa bans and freeze the assets of eight more entities.

Details of the sanctions will be published in the EU's Official Journal Tuesday.

EXISTING SANCTIONS

The EU has gradually imposed sanctions on Iran since 2007 as part of Western efforts to put pressure on Tehran over its nuclear work. Sanctions include those agreed by the United Nations and autonomous EU measures. Current EU sanctions include:

- Trade ban on arms and equipment that can be used for repression, and a ban on goods and technology related to nuclear enrichment or nuclear weapons systems, including nuclear materials and facilities, certain chemicals, electronics, sensors and lasers, navigation and avionics;

- Ban on investment by Iranian nationals and entities in uranium mining and production of nuclear material and technology within the EU;

- Ban on trade in dual-use goods and technology, for instance telecommunication systems and equipment; information security systems and equipment; nuclear technology and low-enriched uranium;

- Export ban on key equipment and technology for the oil and gas industries (i.e. exploration and production of oil and natural gas, refining and liquefaction of natural gas). Ban on financial and technical assistance for such transactions. This includes geophysical survey equipment, drilling and production platforms for crude oil and natural gas, equipment for shipping terminals of liquefied gas, petrol pumps and storage tanks;

- Ban on investment in the Iranian oil and gas industries (exploration and production of oil and gas, refining and liquefaction of natural gas). This means no credits, loans, new investment in and joint ventures with such companies in Iran;

- Ban on new medium- or long-term commitments by EU member states to financial support for trade with Iran. Restraint on short-term commitments;

- EU governments are banned from extending grants and concessional loans to the Iranian government. Provision of insurance and re-insurance to the Iranian government and Iranian entities (except health and travel insurance) is banned;

- EU financial institutions must report to national authorities any transactions with Iranian banks they suspect concern proliferation of financing; banks must notify transfers above 10,000 euros to national authorities and request prior authorization for transactions above 40,000 euros (with humanitarian exemptions);

- Iranian banks are banned from opening branches and creating joint ventures in the EU; EU financial institutions are banned from opening branches or bank accounts in Iran;

- Ban on the issuance of and trade in Iranian government or public bonds with the Iranian government, central bank and Iranian banks;

- EU governments must require their nationals to exercise vigilance over business with entities incorporated in Iran, including those of the Iranian Revolutionary Guard Corps and of the Islamic Republic of Iran Shipping Lines;

- National customs authorities must require prior information about all cargo to and from Iran. Such cargo can be inspected to ensure trade restrictions are respected;

- Cargo flights operated by Iranian carriers or coming from Iran may not have access to EU airports (except mixed passenger and cargo flights). No maintenance services to Iranian cargo aircraft or servicing to Iranian vessels may be provided if there are suspicions that they carry prohibited goods;

- Visa bans are imposed on persons designated by the UN or associated with or providing support for Iran's proliferation-sensitive nuclear activities or for the development of nuclear weapon delivery systems, and on senior members of the IRGC; as of January 22, visa bans and asset freezes apply to 113 persons (41 designated by the UN and the rest by the EU);

- Asset freeze on 433 entities associated with Iran's proliferation-sensitive nuclear activities or the development of nuclear weapon delivery systems; and senior members and entities of IRGC and the IRISL (UN designations cover 75 entities); these entities include: companies in banking and insurance sectors, the nuclear technology industry and in the field of aviation, armament, electronics, shipping, chemical industry, metallurgy, the oil and gas industry, and branches and subsidiaries of IRGC and IRISL.

HUMAN RIGHTS

In addition to the nuclear track, the EU has imposed travel bans and asset freezes on 61 Iranians seen as responsible for human rights violations.

ECONOMIC RELATIONS

The EU had a free-trade agreement with Iran until 2005 and Tehran's refusal to cooperate with the IAEA on its nuclear work. Europe remains an important trade partner. Ninety percent of EU imports from Iran are either oil or oil-related products. In 2010, the EU imported 14.5 billion euros worth of goods from Iran and exported 11.3 billion euros of goods to it.

Local News: Hospice arranges wedding for terminal cancer patient in just two hours

A 37-YEAR-OLD father of?eight married his sweetheart in a hospice after being given 24?hours to live by doctors.

Sarah Fisher, 35, of Sandycroft Road, Little Chalfont, married cancer patient Barry Fisher, 37, on December 22 in a heart-rending ceremony organised by staff at the Hospice of St Francis, in Berkhamsted. He died on Boxing Day.

Thoughtful hospice staff rushed to find a registrar, bouquets, champagne, food for a buffet, a wedding cake, rings, a suit, cufflinks and a wedding dress. Mr Fisher insisted on battling the pain to walk down the aisle, with the help of his father, in a final act of devotion for his soulmate.

Mrs Fisher told the Examiner this week: ?All our lives were turned upside down. Seeing Barry at the age of 37 deteriorate so much in a short period of time was heart-breaking.?

After going to his doctor with backache, plumber Mr Fisher was diagnosed with secondary bone cancer in July, which he was told was incurable. He began courses of chemotherapy and radiotherapy and had several stays in the Hospice of St Francis for palliative care.

In December Mr Fisher was admitted to Wycombe Hospital for urgent treatment but it became clear his life was ebbing away and he was given 24 hours to live.

On December 22 he was transferred back to the hospice for the third time and within two hours of his arrival, a wedding had been arranged by the staff.

The couple met through mutual friends in March 2008 and became engaged in December 2008 but never got round to organising a wedding.

Mrs Fisher fought back tears as she said: ?Our relationship was perfect. We did have our moments but they were very few and far between.

?I was not expecting to get married when I woke up that morning ? I had no chance to do my hair and make-up.?

Guests assembled, including Mrs Fisher?s four stepdaughters, Mya, seven, Danielle, 11, Paige, 10, and Sophie, 14.

Because of his illness, Mr Fisher needed to use a wheelchair but he defied the pain and shortness of breath to walk down the aisle.

?It did take it out of him,? Mrs Fisher said.

?It was very emotional but it was amazing. I?m really pleased we managed to do it ? I think if we?d left it any longer he would?ve been too weak.

?It was one of the best days of my life. All the staff pulled together and were amazing.

?I?m so grateful to the hospice. Without their help the whole way through, I wouldn?t have been able to do what I did for Barry.?

Mr Fisher had four children from previous relationships, Brenan, Ellie, Louis and Billie as well as his four stepdaughters.

A proud Mrs Fisher paid tribute to her husband: ?He was very fun loving and very energetic. He was always happy and laughing.

?He was like a dad to my girls. We?re all going to miss him so much.?

World not quite as hot in 2011; ranks 11th warmest

(AP) ? The world last year wasn't quite as warm as it has been for most of the past decade, government scientists said Thursday, but it continues a general trend of rising temperatures.

The average global temperature was 57.9 degrees Fahrenheit, making 2011 the 11th hottest on record, the National Oceanic and Atmospheric Administration said. That's 0.9 degrees warmer than the 20th century average, officials said. In fact, it was hotter than every year last century except 1998.

One reason 2011 was milder than recent years was the La Nina cooling of the central Pacific Ocean. La Ninas occur every few years and generally cause global temperatures to drop, but this was the warmest La Nina year on record.

And 2011 also was the warmest year on record for Spain and Norway, and the second warmest for the United Kingdom. In the United States, the average temperature of 53.8 was just 1 degree above normal, making last year only the 23rd warmest on record. But 17 cities ? including Houston, Miami, Trenton and Austin ? had their warmest years.

This marks the 35th straight year that global temperatures were warmer than normal. NOAA's records for world average temperatures date back to 1880.

"It would be premature to make any conclusion that we would see any hiatus of the longer-term warming trend," said Tom Karl, director of NOAA's National Climatic Data Center. "Global temperatures are continuing to increase."

NASA, which calculates global temperatures in a slightly different way, announced essentially the same temperature for the year. But NASA's record-keeping calls it the ninth warmest ever.

Both NASA climate scientist James Hansen and University of Victoria's Andrew Weaver said they expect that in the next few years the world will set yet a new record high temperature. 2010 tied for the hottest on record.

NOAA also released new figures for extreme weather. The agency recalculated the number of billion-dollar weather disasters in the U.S., bumping the total from 12 to 14. Officials added Tropical Storm Lee, which dumped rain from Maryland to New England in September, and a July hail and wind storm in Colorado to the list.

The 14 extreme events smash the old record of nine billion-dollar disasters in 2008.

"America has endured an unusually large number of extreme events, totaling damages of more than $55 billion," NOAA deputy administrator Kathryn Sullivan said. She blamed a variety of factors, including population changes.

For the year, a record 58 percent of the United States had either extreme rainfall or severe drought, about triple what is normal for the country. Seven states ? New York, Pennsylvania, Ohio, New Jersey, Massachusetts, Indiana and Kentucky ? had their wettest years since those types of records were kept beginning in 1895. Texas had its driest year ever.

The record wet up north and dry down south fits with what climate change science predicts, but it is too early to say if 2011's precipitation extremes were due to global warming, Karl said. And the unusual number of deadly tornadoes can't be linked to global warming, he said.

But Kevin Trenberth, director of climate analysis at the National Center for Atmospheric Research in Boulder, Colo., which is a consortium of universities, said it's hard not to see the hand of man-made global warming behind the extremes.

"Where these events occur is largely driven by natural variability, but the fact that they are breaking records and causing tremendous damage when they do occur is undoubtedly because of the human stimulus," Trenberth said in an email.

Costa Concordia Luxury Cruise Ship Runs Aground Off Coast Of Tuscany, At Least 3 Bodies Retrieved From Sea

ROME ? A luxury cruise ship ran aground off the coast of Tuscany, gashing open the hull and forcing some 4,200 people aboard to evacuate aboard lifeboats to a nearby island early Saturday. At least three were dead, the Italian coast guard said.

At least three bodies were recovered from the sea and at least three additional persons were feared dead, and helicopters were working to pluck to safety some 50 people still trapped aboard the badly listing Costa Concordia, said Coast Guard Cmdr. Francesco Paolillo.

Paolillo said it wasn't immediately known if the dead were passengers or crew, nor were the nationalities of the victims immediately known. It wasn't clear how they died. The Italian news agency ANSA reported that some people had jumped overboard in the scramble to evacuate the ship, which had just begun a Mediterranean cruise.

The evacuees were taking refuge in schools, hotels, and a church on the tiny Tuscan island of Giglio, a popular vacation isle about 18 miles (25 kilometers) off Italy's central west coast.

ANSA quoted two Italian journalists who happened to be among the passengers taking the Mediterranean cruise as saying the accident happened during dinner hour.

"We were dining when the lights went out, and suddenly we heard a bang and the dishes fell to the floor," ANSA quoted one of the journalist-passengers, Luciano Castro, as saying.

"It was like a scene from the Titanic," another passenger aboard, journalist Mara Parmegiani, told ANSA.

Paolillo said the exact dynamics of the accident were still unclear, but that the first alarm went off about 10:30 p.m. (2130 GMT), about three hours after the Concordia had begun its voyage from the port of Civitavecchia, enroute to its first port of call, Savona, in northwestern Italy.

The coast guard official, speaking from the port captain's office in the Tuscan port of Livorno, said the vessel "hit an obstacle" -- it wasn't clear if it might have hit a rocky reef in the waters off Giglio -- "ripping a gash 50 meters (165 feet) across" on the left side of the ship, and started taking on water.

The cruise liner's captain, Paolillo said, then tried to steer his ship toward shallow waters, near Giglio's small port, to make evacuation by lifeboat easier.

But after the ship started listing badly onto its right side, lifeboat evacuation was no longer feasible, Paolillo said.

Five helicopters, from the coast guard, navy and air force, were taking turns airlifting survivors still aboard and ferrying them to safely. A Coast guard member was airlifted aboard the vessel to help people get aboard a small basket so they could be hoisted up to the helicopter, said Capt. Cosimo Nicastro, another Coast Guard official.

A statement from Costa Cruises, the company that runs the ship, confirmed that the evacuation of the 3,200 passengers and 1,000 crew had begun, "but the position of the ship, which is worsening, is making more difficult the last part of the evacuation."

Costa Cruises' statement did not mention any casualties, and said it had not yet determined the cause of the problem.

Costa Cruises said the Costa Concordia was sailing on a cruise across the Mediterranean Sea, starting from Civitavecchia with scheduled calls to Savona, Marseille, Barcelona, Palma de Mallorca, Cagliari and Palermo.

It said about 1,000 Italian passengers were onboard, as well as more than 500 Germans, about 160 French and about 1,000 crew members.

Pacquiao camp: No fight with Mayweather on May 5 (AP)

MANILA, Philippines ? Manny Pacquiao's camp says there is no economic sense in setting up a bout with Floyd Mayweather on May 5 after the unbeaten American publicly challenged the Filipino champion via Twitter.

Pacquiao's financial adviser Michael Koncz told The Associated Press on Thursday that a 45,000-seat boxing arena being built in Las Vegas won't be finished before the end of May and staging the Pacquiao-Mayweather fight in a smaller venue is "foolish from an economic standpoint."

Mayweather challenged and taunted Pacquiao to a May 5 bout in a tweet on Tuesday.

"Manny Pacquiao I'm calling you out let's fight May 5th and give the world what they want to see," he tweeted.

Mayweather is available for a fight in May at the MGM Grand Garden after a judge agreed last week to postpone his jail sentence for domestic violence until June. Mayweather was sentenced to 87 days in jail, but likely will serve less time.

The MGM Grand seats about 17,000, which could fetch around $20 million in sales, but the larger arena could raise an additional $30 million, Koncz said.

"Why would I tell Manny to fight on the 5th and throw away a percentage of 30 million? That's crazy," he said.

Top Rank promoter Bob Arum has told the Philippines' GMA television the only reason the fight won't happen is if there is an "economic problem."

He said the fight "could happen very, very easily" at the end of May ? enough time to build the outdoor arena "the fight so badly needs."

"I will also guarantee Manny's purse," he said. "In other words, Manny doesn't want to go into the ring and just fight out a percentage."

He said Mayweather is looking for "outside parties to guarantee his end of the purse."

"So, until he finds the angel, there is no fight," Arum said.

In a separate interview with GMA, Pacquiao said that if Mayweather agrees to a "50-50 sharing, there will be no problem."

"The purse is not the issue right now, the date is," Koncz said. "But we don't have a problem splitting it 50-50."

With the rapidly expanding proliferation of Near-Field Communication (NFC), concerns about its security and privacy are growing right along with it. There's plenty of worries fluttering about that personal information stored in NFC tags and mobile payment applications could easily be snagged if someone steals your stuff. While most existing services like Google Wallet are heavily focused on security, there are still several other uses of NFC technology that are largely unlocked and easily cracked. Aware of this issue, NXP Semiconductors is working on a smart card that adds an extra barrier of entry for would-be information thieves; it requires you to draw gestures, patterns or even enter PIN codes in order to unlock the secret 411 on your computer. This works out well when you use an RFID reader to access your corporate offices or even use NFC to import passwords and other highly sensitive information.

How do you set up the unlock process? You use an application on your desktop, which is capable of customizing the access point and it can also get trained to learn your style of handwriting. The service is still 6-12 months away from fruition, so we didn't get to see everything the card will be capable of, but we were at least able to get a short demonstration of some of the benefits of having an extra layer of security to NFC data transfers.

Nicotine replacement therapies (NRTs) designed to help people stop smoking, specifically nicotine patches and nicotine gum, do not appear to be effective in helping smokers quit long-term, even when combined with smoking cessation counseling, according to a new study by researchers at Harvard School of Public Health (HSPH) and the University of Massachusetts Boston.

The study appears January 9, 2012 in an advance online edition of Tobacco Control and will appear in a later print issue.

"What this study shows is the need for the Food and Drug Administration, which oversees regulation of both medications to help smokers quit and tobacco products, to approve only medications that have been proven to be effective in helping smokers quit in the long-term and to lower nicotine in order to reduce the addictiveness of cigarettes," said co-author Gregory Connolly, director of the Center for Global Tobacco Control at HSPH.

In the prospective cohort study the researchers, including lead author Hillel Alpert, research scientist at HSPH, and co-author Lois Biener of the University of Massachusetts Boston's Center for Survey Research, followed 787 adult smokers in Massachusetts who had recently quit smoking. The participants were surveyed over three time periods: 2001-2002, 2003-2004, and 2005-2006. Participants were asked whether they had used a nicotine replacement therapy in the form of the nicotine patch (placed on the skin), nicotine gum, nicotine inhaler, or nasal spray to help them quit, and if so, what was the longest period of time they had used the product continuously. They also were asked if they had joined a quit-smoking program or received help from a doctor, counselor, or other professional.

The results showed that, for each time period, almost one-third of recent quitters reported to have relapsed. The researchers found no difference in relapse rate among those who used NRT for more than six weeks, with or without professional counseling. No difference in quitting success with use of NRT was found for either heavy or light smokers.

"This study shows that using NRT is no more effective in helping people stop smoking cigarettes in the long-term than trying to quit on one's own," Alpert said. He added that even though clinical trials (studies) have found NRT to be effective, the new findings demonstrate the importance of empirical studies regarding effectiveness when used in the general population.

Biener said that using public funds to provide NRT to the population at large is of questionable value, particularly when it reduces the amount of money available for smoking interventions shown in previous studies to be effective, such as media campaigns, promotion of no smoking policies, and tobacco price increases.

Smoking cessation medications have been available over the counter since 1996, yet U.S. Centers for Disease Control and Prevention statistics show that the previous adult smoking rate decline and quitting rates have stalled in the past five years.

My Generation: Education in India

In many parts of India, girls never learn to read or write. Forty percent (or two out of every five girls) do not go to school. Instead, they help with household chores, work in the fields, tend to the animals or walk several hours to collect water for drinking. Sometimes girls go to school but drop out because there are no toilets available; of the 700,000 schools in rural areas of India, only one in six has a toilet.

But now, all across India, efforts are being made to increase girls' school attendance. Rusda Shaikh, 10, studies the same subjects as her older brother -- language arts, math, science, history and geography. Rusda, who lives in the city of Ahmedabad, plans to stay in school.

In several ways, Rusda is very much like some American girls. She enjoys playing with Barbie dolls (she has four), and she loves dancing. Rusda spends a lot of time on the computer, doing her homework and using a special program to draw and paint. She goes swimming at the local pool on weekends, and her favorite food is Domino's pizza.

But Rusda's everyday life is also quite different from that of many American children. She lives with her parents, brother and sister in a two-room apartment with a small kitchen and a main room where they all watch TV and sleep. They also eat there, sitting on the floor, as it is the custom in India.

Rusda has enrolled in evening classes to study computers and English.

In school, Rusda and her classmates study Mohandas Gandhi, the leader of the Indian independence movement, who supported the education of girls. They also learn about Indira Gandhi (no relation to Mohandas Gandhi), a woman who served four terms as prime minister, and Sonia Gandhi, her daughter-in-law, now president of the leading political party.

As more girls finish school and attend college, their future is changing. When Rusda grows up, she, like her brother, will have many choices. She'll also have many more opportunities than girls used to have.

U.S. says Canadian man didn't gain entry using iPad

Toronto ? The U.S. Customs and Border Protection agency is disputing the assertion that a Canadian man gained entry into the U.S. by only using a scanned photo of his passport on his iPad.

Martin Reisch says a slightly annoyed border officer let him cross into the U.S. from Quebec after he told the officer he forgot his passport and he presented a scanned copy. He says that and his driver's license helped him get through last week.

But agency spokeswoman Jenny Burke said Wednesday scanned documents are not accepted. She says if an individual does not have a passport, an enhanced driver's license or an expedited travel pass the border officer must determine identity and citizenship using a variety of other means, or deny entry. Burke says Reisch had both a driver's license and birth certificate.

Private science university plan

A new type of privately-funded science and technology university has been announced by the universities minister.

The graduate institution, intended to promote cutting edge science research, could be set up with international partners and funded by business, David Willetts has said.

It follows a similar initiative in New York, where leading universities were invited to set up a research campus.

Labour says Britain risks losing its world-beating position in science.

In a speech on Wednesday morning, Mr Willetts set out plans for an advanced science research centre, to be created against a background of increasing globalisation and international competition in higher education.

New York project

"The next round of new institutions may well link existing British universities with international partners," the minister said.

"The surge in international investment in science and technology would make this a key part of the mission of a new foundation."

Mr Willetts invited applications to set up this new type of university - but without any additional government funding.

"This time we will be looking to private finance and perhaps sponsorship from some of the businesses that are keen to recruit more British graduates," Mr Willetts said.

Labour's shadow minister for innovation and science, Chi Onwurah, says Britain is "in danger" of losing its world-beating position in science.

Ms Onwurah says the announcement from Mr Willetts "underlines the government's failure so far to support science in the UK".

"Britain is a leading scientific nation: we have a world-beating position in science but we are in danger of losing it," she said in a statement.

"In their 20 months in power, ministers have made the wrong decisions for the long term future of science in Britain: they dismantled the RDAs without an effective replacement, scrapped Labour's long-term research investment framework, cut investment in research and have weakened the Office for Life Sciences."

"Today David Willetts claimed that George Osborne's investment in science capital facilities showed his understanding of the importance of scientific research to our economy, but it was George Osborne who cut it by 40% in his first budget."

Under changes to higher education proposed by the government it will become easier for overseas institutions to set up in this country - in the way that an increasing number of UK and US universities have set up campuses overseas.

The minister says he is taking inspiration from a competition in New York to set up a science research institution which will help to develop hi-tech digital industries.

In the wake of the financial crisis, New York city authorities were concerned about an over-dependence on banking and finance.

There were worries that New York was falling behind the "knowledge hubs" that had developed around universities in Boston and California's Silicon Valley - and that New York might miss out on the creation of jobs in rising digital industries.

As such New York invited universities around the world to bid in a competition to build a science campus in the city - with Cornell University recently announced as the winner, in a partnership with the Technion-Israel Institute of Technology.

'Knowledge hubs'

This new campus will be built on an 11-acre site on the city's Roosevelt Island. It aims to generate ?15bn in economic activity in the next three decades.

This New York project is part of a global pattern of investment in research and innovation as a way of protecting future economic competitiveness.

The French government has launched a ?30bn grand project to set up a series of "innovation clusters" - in which universities, major companies and research institutions are brought together to develop knowledge-based industries.

Mr Willetts wants a major city in England to offer a site for a technology campus.

He also set out plans to increase non-government funding for universities by 10% and to increase the number of English institutions in the top 100 of university rankings.

There will also be plans for another so-called "catapult centre" for science research, which will focus on satellite technology.

"This will provide business with access to in-orbit test facilities to develop and demonstrate new satellite technologies," Mr Willetts said.

Imran Khan, director of the Campaign for Science and Engineering, said: "The minister is right to underline the challenge facing the UK: we should aim to be the best place in the world for science, but we're currently way behind nations such as Germany, Japan, and the US in terms of business and industry investment in research.

"Today David Willetts reiterated a whole series of positive measures the coalition is taking to incentivise more private sector investment - but no political party has yet outlined a clear alternative vision for the UK economy."

Armed Chinese Troops in Texas!

In light of the Iowa caucuses today, I thought this powerful Anti-Iraq War advert from Ron Paul was worth showing:

This speech is called ?Imagine? and it was given by Ron Paul on March 11, 2009. The original text of the talk is below:

Imagine for a moment that somewhere in the middle of Texas there was a large foreign military base, say Chinese or Russian. Imagine that thousands of armed foreign troops were constantly patrolling American streets in military vehicles. Imagine they were here under the auspices of ?keeping us safe? or ?promoting democracy? or ?protecting their strategic interests.?

Imagine that they operated outside of US law, and that the Constitution did not apply to them. Imagine that every now and then they made mistakes or acted on bad information and accidentally killed or terrorized innocent Americans, including women and children, most of the time with little to no repercussions or consequences. Imagine that they set up checkpoints on our soil and routinely searched and ransacked entire neighborhoods of homes. Imagine if Americans were fearful of these foreign troops, and overwhelmingly thought America would be better off without their presence.

Imagine if some Americans were so angry about them being in Texas that they actually joined together to fight them off, in defense of our soil and sovereignty, because leadership in government refused or were unable to do so. Imagine that those Americans were labeled terrorists or insurgents for their defensive actions, and routinely killed, or captured and tortured by the foreign troops on our land. Imagine that the occupiers? attitude was that if they just killed enough Americans, the resistance would stop, but instead, for every American killed, ten more would take up arms against them, resulting in perpetual bloodshed. Imagine if most of the citizens of the foreign land also wanted these troops to return home. Imagine if they elected a leader who promised to bring them home and put an end to this horror.

Imagine if that leader changed his mind once he took office.

The reality is that our military presence on foreign soil is as offensive to the people that live there as armed Chinese troops would be if they were stationed in Texas. We would not stand for it here, but we have had a globe-straddling empire and a very intrusive foreign policy for decades that incites a lot of hatred and resentment towards us.

According to our own CIA, our meddling in the Middle East was the prime motivation for the horrific attacks on 9/11. But instead of re-evaluating our foreign policy, we have simply escalated it. We had a right to go after those responsible for 9/11, to be sure, but why do so many Americans feel as if we have a right to a military presence in some 160 countries when we wouldn?t stand for even one foreign base on our soil, for any reason? These are not embassies, mind you, these are military installations. The new administration is not materially changing anything about this. Shuffling troops around and playing with semantics does not accomplish the goals of the American people, who simply want our men and women to come home. 50,000 troops left behind in Iraq is not conducive to peace any more than 50,000 Russian soldiers would be in the United States.

Shutting down military bases and ceasing to deal with other nations with threats and violence is not isolationism. It is the opposite. Opening ourselves up to friendship, honest trade and diplomacy is the foreign policy of peace and prosperity. It is the only foreign policy that will not bankrupt us in short order, as our current actions most definitely will. I share the disappointment of the American people in the foreign policy rhetoric coming from the administration. The sad thing is, our foreign policy WILL change eventually, as Rome?s did, when all budgetary and monetary tricks to fund it are exhausted.

Man with explosives detained at Texas airport

An official in Texas says a man has been detained after entering an airport in Midland with explosives in military-grade wrapping.

City of Midland spokeswoman Tasa Watts said Saturday she had no information on the suspect, who was taken into custody by the FBI. An FBI spokesman did not immediately return a phone call from The Associated Press.

NewsWest9 reports the suspect is active-duty military and was visiting his mother.

Watts says the explosives were found as the man was going into a terminal at Midland International Airport.

She says the incident happened shortly before 9:30 a.m. Saturday. A sweep was done and the airport terminal was cleared, and normal operations have resumed.

Myanmar artists test recent freedoms through film (AP)

YANGON, Myanmar ? Artists in Myanmar are testing new freedoms through films shown at a festival that for the first time in the country's recent history were not censored.

"The Art of Freedom Film Festival" began screening films on Saturday that were not approved by the strict Film Censorship Board.

Myanmar's new nominally civilian government has relaxed some draconian security measures, although films are still supposed to pass the censorship board.

The event was organized by comedian Zarganar, film director Min Htin Ko Ko Gyi and Nobel Peace Prize laureate Aung San Suu Kyi.

Zarganar, who uses one name, was recently released from three years in prison. He described the festival as freedom of expression through film.
