Science in Ten Hundred Words: The `Up-Goer Five' challenge.

A central question of communicating science to a wider audience often boils down to this: can you take a complex scientific topic and explain it in a way that someone unfamiliar with the field can understand? The commonly-cited techniques for meeting this challenge, such as cutting out jargon and using relatable analogies, sound easy in principle but are often quite tough in practice.

Perhaps that is why the Up-Goer Five text editor, created by geneticist Theo Sanderson, has struck such a cord with many scientists, including me and my co-blogger Anne Jefferson. Inspired by a brilliant xckd comic that took the elimination of jargon to an almost absurd degree by attempting to describe the blueprints of the Saturn V moon rocket using only a list of the most thousand commonly used English words (hence, Up Goer Five ? ?the only flying space car that has taken anyone to another world?), the text editor compares anything that you type into it against that same list and gently chides you when you use a word that isn?t on it.

Anne and I were not the first scientists to discover the Up-Goer Five editor, but when we blogged about our attempts to describe urban hydrology (without ?stream? or ?river?), and paleomagnetism (without ?magnet?), and challenged other scientists to try their hand at describing what they do in Up-Goer Five-speak, we were inundated with responses ? so many that to record them all for posterity, and to allow future entries to be more easily collected, we set up a dedicated Tumblr blog called ?Ten Hundred Words of Science? to showcase them all.

In just over a week, it has accumulated almost three hundred entries, with subjects ranging from string theory (?the different kinds of bits we see come from just one kind of wrapped long thing moving in different ways?) to cognitive science (?I study what it is about human minds that allows us to speak to each other?), via volcanology (?Tiny pieces of fire rock from inside the world can fly through the air?), plate tectonics (?Even though the ground under your feet feels very still, it is actually moving really, really slowly?), nanotechnology (?If you take a big thing and make it small, it does something different than what you?d expect?) and everything else in between.

Some might not see this as anything more than a gimmick, and argue that the constraints you are forced to work under are too severe; that by replacing jargon with a dense thicket of ?simple? words, you are just replacing one sort of linguistic complexity with another. That certainly can happen, but only if you miss the point of the exercise.

What the vast majority of the submissions we?ve read in the past week clearly show is that if you seek to move beyond the straight replacement of forbidden words and seek to recast the concept you?re trying to explain, then something quite profound can result. Here for example, is Darwin?s theory of evolution by natural selection, distilled down to its essence by Richard Carter:

all the animals and green things we see in the world?have all been made by the same, fixed, easy steps acting all around us. These easy steps, taken in the largest sense, being growing and having babies; being like your parents (but not exactly like them); and being able to avoid dying for as long as possible.

If the unifying theorem of all biology can be so vividly described despite the limitations being imposed by the Up-Goer 5 list, then I think we can find it within all of us to do the same with our own research. I certainly feel that my own attempt to recast the magnetic signals I study as memories of past locations stored within the rocks, that they can give us if we ask them in the right way, did give me some insight into explaining what I do. As Anne remarked:

In many ways, I think telling people that you study little green things that lived more than ?10 hundred times 10 hundred years ago? gives more of a sense of the enormity of geologic time in a palpable way than saying that you study organisms that lived more than a million years ago?

?I think this is a great vehicle for getting us to be thoughtful about the way we explain our work to each other and to non-scientists. It definitely takes more thought to distill a complex topic down to a jargon-free explanation of the core principles and why they are exciting. And sometimes it takes more words. But, in the end, if it helps people to understand what science is all about, then that effort and those carefully chosen words are totally worthwhile.

As such, we hope that people continue to take the challenge, and submit them to Ten Hundred Words of Science. Because you?re not just explaining something to other people ? you?re also explaining it to yourself.

?And if you want a slightly less stringent vocabulary to work with, then Theo Sanderson has now come up with Up-Goer Six, an editor that colour codes your words based on their frequency of usage, rather than rejecting them outright.?

Dubai looks to Qatar for oil as flow from Iran cut

DUBAI, United Arab Emirates (AP) ? Dubai's government-run oil company says it has started importing supplies from Qatar and is seeking other sources in apparent moves to replace Iranian crude lost because of international sanctions.

Sunday's statement from the Emirates National Oil Co. said it could seek to expand imports from the Middle East and Asia to help meet rising demand in the city-state, which has little of its own oil unlike neighboring Abu Dhabi.

The statement did not mention Iran, but Dubai was a major buyer of Iranian condensate ? light oil ready for refineries ? and faced U.S. pressure to stop the flow.

Dubai was a major hub for Iranian trade, but commerce has been sharply reduced by Western sanctions over Tehran's nuclear program.

2 alleged Russian spies on trial in Germany

BERLIN (AP) ? Dead letter drops. Fake papers with cover stories to match. Secret orders by radio from Moscow.

The accusations read like something out of the Cold War but the charges against a couple who went on trial Tuesday in the German city of Stuttgart stem primarily from the decades after the 1989 fall of the Berlin Wall.

Andreas and Heidrun Anschlag ? only the fake names on the fake Austrian passports they used to enter Germany are known ? are charged with giving Russia's foreign intelligence service information on German, EU and NATO security policies and more general details on Russian-German relations.

The pair, thought to be in their 40s or 50s, denied the espionage charges in Stuttgart state court but refused to make any other statements Tuesday.

German officials won't divulge details other than those in the indictment, but the Der Spiegel magazine reported that the same U.S. mole in the Russian intelligence service who tipped off the FBI about a ring of sleeper spies based in the U.S. also divulged the existence of the couple in Germany. The information from Col. Alexander Poteyev, who Moscow convicted in absentia last year of high treason and desertion, was then passed along to German intelligence officials, Spiegel reported.

The Russian Foreign Ministry in Moscow and U.S. Justice Department spokesman Dean Boyd in Washington both declined to comment on the case.

Like the U.S. cell, Andreas and Heidrun Anschlag were able to work comfortably in a Western culture and pass unnoticed.

According to the indictment, Andreas arrived in Germany in 1988, the year before the fall of the Berlin Wall. Heidrun arrived in 1990, the year Germany was reunified. Both claimed to be Austrian citizens of South American background, prosecutors said.

"With this backstory, underpinned by false Austrian passports, they built a normal existence within society to disguise their intelligence-gathering operations," prosecutors said.

They were charged with spying over 20 years until their arrest in October 2011. Prosecutors said between October 2008 and August 2011 the two were in contact with a third agent, who provided them with documents about EU and NATO operations from the Netherlands.

A Dutch Foreign Ministry employee, whose name has not been released, was arrested last March on suspicion of being the contact person who stole the information. The employee is due to go on trial there later this month.

Andreas Anschlag then passed the information on to the SVR ? the main successor to Russia's KGB ? using secret drop-off locations, known as dead letter boxes, prosecutors alleged. It was not clear how sensitive the stolen material was, although the Dutch employee has been charged with "preparing to spread state secrets."

"During the duration of their intelligence activities, the accused were in regular contact with their handlers," prosecutors said in their indictment. "Their instructions were received mainly through a special agents' radio. Their reports were transmitted to the intelligence via satellite. They also used an Internet video portal for hidden messages."

For their work, the couple received at least ?100,000 ($135,000) a year in recent years, prosecutors said. If convicted, they could face up to 10 years in prison each.

A German federal agent will testify at the next court session.

(AP) ? Alex Rodriguez had surgery on his left hip Wednesday and is expected to be sidelined until after the All-Star break.

The New York Yankees said Dr. Bryan Kelly repaired a torn labrum and impingement and the operation at the Hospital for Special Surgery in New York "went as planned and without complication."

The 37-year-old former All-Star third baseman is expected to be released from the hospital on Thursday and the anticipated time for a full recovery is six months. The Yankees signed free agent Kevin Youkilis this offseason to play third base while Rodriguez is out.

Kelly said last week that Rodriguez had a condition known as femoral acetabular impingement and it was caused by genes, not by steroids. Rodriguez admitted in 2009 that he used steroids while with the Texas Rangers from 2001-03.

Kelly said the injury was responsible for Rodriguez's poor performance in September and October, when A-Rod was benched in three of nine postseason games and pinch hit for in three others. He batted .120 (3 for 25) with no RBIs in the playoffs, including 0 for 18 with 12 strikeouts against right-handed pitchers.

Rodriguez is due $114 million over the next five years as part of his record $275 million, 10-year contract, so his health is a major concern for the Yankees.

Describing the bone meeting the socket, Kelly said "we're basically taking an egg-shaped femoral head and through the use of a camera, a motorized burr and Fluoroscopic imaging, we're reshaping the bone to a predetermined shape."

A 14-time All-Star, Rodriguez had right hip surgery on March 9, 2009, and returned that May 8. Kelly said the left hip requires more recovery time because Rodriguez is a right-handed hitter and rotates it when he swings.

Verdict due for California boy accused of killing neo-Nazi dad

LOS ANGELES | Mon Jan 14, 2013 8:47am EST

LOS ANGELES (Reuters) - A California judge was expected to render a verdict on Monday in the trial of a 12-year-old boy accused of murdering his neo-Nazi father, a case that focused on accusations of abuse and the pre-teen defendant's grasp of right and wrong at such a young age.

Prosecutors and defense lawyers both rested their cases last week in the Riverside County Superior Court trial of Joseph Hall for the May, 2011 death of his father Jeffrey, a regional director of the National Socialist Movement.

Judge Jean Leonard, who is hearing the closely-watched juvenile court case without a jury, has told attorneys that she would issue her verdict on Monday morning.

The defense concedes that Hall, who was then 10 years old, shot his father at point-blank range while the older man was sleeping, but argues that the boy should not be held criminally responsible.

The case in Riverside, 60 miles east of Los Angeles, has made headlines because of Jeffrey Hall's neo-Nazi associations and the rarity of a parent being killed by a child so young.

Kathleen Heide, a criminologist who specializes in juvenile offenders, has said that 8,000 murder victims over the past 32 years were slain by their offspring, but only 16 of those crimes were committed by defendants aged 10 or younger.

Because Hall is a minor, the purpose of the trial is not to determine guilt or innocence, but whether certain allegations about his motives are true. If he is found responsible for the crime, he could be sent to a juvenile facility until he is 23.

During his closing argument on Wednesday, lead defense attorney Matthew Hardy - who earlier in the week withdrew his young client's plea of not guilty by reason of insanity - urged the judge to convict Hall of a lesser offense of voluntary manslaughter.

Hardy said Hall had killed him to end years of physical abuse.

But Riverside County Deputy District Attorney Michael Soccio said during his closing arguments that Jeffrey Hall, 32, was a loving father despite his neo-Nazi ties and said the abuse accusations were a diversion.

"Joseph was not raised in the home described by the defense here," Soccio said. "It doesn't exist. It's fiction, a smoke screen, a red herring."

A psychologist called as a witness by the defense testified during the trial that Hall had been conditioned to violence by years of physical, emotional and likely sexual abuse.

But prosecutors say Hall, who lived with four siblings, shot his father because he thought he was planning to divorce his stepmother, Krista McCary. Prosecutors said the boy was close to McCary and considered her his true mother.

How do happiness and sadness circuits contribute to bipolar disorder?

Jan. 14, 2013 ? Bipolar disorder is a severe mood disorder characterized by unpredictable and dramatic mood swings between the highs of mania and lows of depression. These mood episodes occur among periods of 'normal mood', termed euthymia.

Prior research has clearly shown that brain emotion circuitry is dysregulated in individuals diagnosed with bipolar disorder. It is thought that these disturbances impair one's ability to control emotion and contribute to mood episodes.

Continuing this line of research, the January 15th issue of Biological Psychiatry reports the results of a study conducted by scientists from Indiana University School of Medicine. These investigators used functional magnetic resonance imaging (fMRI) to investigate which areas of the brain showed abnormal activation while patients in different mood phases of bipolar disorder tried to control their response to emotional and non-emotional material.

This allowed them to analyze brain activation patterns based on patient mood (manic, depressed, or euthymic) and stimuli type (emotion versus no emotion and happy versus sad). Because medication effects on brain activation have been observed in some studies, the researchers recruited only unmedicated volunteers.

They found that bipolar depressed patients abnormally activated brain areas when they had to withhold responses to sad faces. Manic patients, on the other hand, had abnormal activation regardless of whether they were trying to withhold response to sad faces, happy faces or non-emotional material. Even the euthymic bipolar subjects showed abnormal activation of cortical areas of the brain while withholding responses to emotional faces.

These findings suggest that distinct circuit dysfunctions may contribute to different features of emotion dysregulation in bipolar disorder.

Professor and senior author Dr. Amit Anand said, "This study provides important information regarding brain areas that may be important in controlling response to emotional material and the functional abnormalities in these areas in mood disorders."

"It is interesting that subtly different circuits distinguish symptomatic and non-symptomatic patients with bipolar disorder when they are suppressing their happy and sad reactions," commented Dr. John Krystal, Editor of Biological Psychiatry. "These findings may have implications for the refinement of circuit-based treatments for bipolar disorder including neurostimulation and psychotherapy."

Police shoot, wound man at San Diego movie theater

(Reuters) - Police on Saturday shot and wounded a man at a San Diego movie theater who was suspected of having threatened his girlfriend with a handgun earlier in the day.

San Diego police said an officer shot the man at the theater shortly before 4 p.m. local time. The San Diego Union-Tribune newspaper said the theater was evacuated after the shooting.

An incident reported more than an hour earlier may have led to the shooting, police said.

The suspect's girlfriend called police and said her boyfriend had threatened her with a handgun and fled, Fox 5 television reported.

One person was taken to the Palomar Medical Center in Escondido, a San Diego Fire-Rescue Department dispatcher said. That person's condition was not immediately known.

Twelve people were killed and dozens wounded during a shooting rampage at a movie theater in Aurora, Colorado, in July.

The suspect in that massacre, James Holmes, is charged with multiple counts of murder and attempted murder.

In the News: Health Insurance Tax, Age Rating Causing Premiums ...

Two articles out today highlight how provisions in the health reform law will impact premiums.

Politico looks at how the $100 billion health insurance tax is already causing premium increases.

AHIP spokesperson Robert Zirkelbach was quoted in the article, saying ??There?s a massive new health insurance tax that starts in 2014,? said Robert Zirkelbach, a spokesman for industry groupAmerica?s Health Insurance Plans. ?For policies that are sold in 2013 and extend into next year, there?s going to be taxes imposed. ? As a result, like all taxes, they will be reflected in premiums charged.??

The article also mentioned a study of the tax conducted for AHIP, noting ?The health insurance tax is going to have the greatest impact. It is expected to increase premiums by about 1.9 to 2.3 percent in 2014, according to a?study?by Oliver Wyman that has been touted by the insurance industry.?

A blog post on Reason examines how age rating restrictions will cause premiums to increase for younger individuals, saying,

?Now a?study?from the consulting firm Oliver Wyman projects that the law?s insurance restrictions will raise health insurance prices for young people. The study estimates that people in their 20s could see hikes in the range of 42 percent. Those in their 30s could see premium hikes of about 31 percent. That?s because the law restricts how much insurers can restrict premiums based on an individual?s age; insurers can charge older individuals?no more than three times?what they charge the young. Which means that younger individuals will have to balance out the greater costs of older beneficiaries; it essentially forces the young to subsidize health insurance coverage for the old.?

The blog post also cites AHIP?s comment letter to HHS recommending age rating restrictions be phased in out of concern that when younger people are faced with high premiums, they will drop coverage altogether.

GOP lawmaker wants $2B for water infrastructure

AUSTIN, Texas (AP)--A Republican lawmaker is proposing Texas spend $2 billion to implement a sweeping plan to ensure the drought-prone state has enough water for its rapidly expanding population.

Two bills filed Thursday by state Rep. Allan Ritter would double the amount of money Lt. Gov. David Dewhurst proposed spending on water projects.

Ritter, R-Nederland, proposes taking $2 billion from the Rainy Day Fund to bolster infrastructure, including new dams and reservoirs, as outlined in the State Water Plan. Nederland is chairman of the House Natural Resources Committee.

Every five years, Texas reports on the state's water needs for 50 years and proposes solutions. But the plans are unfunded, and a two-year drought has made water a hot topic.

House Speaker Joe Straus says water will be a priority this legislative session.

'Downton Abbey' returns with a wedding, woes

After 11 months of waiting, U.S. audiences finally returned to ?Downton Abbey? Sunday night, and with the drama's classic mix of joy and hardship, the season premiere did not disappoint.

The major event opening the season was one audiences have been eagerly awaiting -- Mary (Michelle Dockery) and Matthew?s (Dan Stevens) wedding! The couple finally tied the knot as their friends and family looked on, including Mary's pregnant sister, Sybil (Jessica Brown Findlay) and husband Tom Branson (Allen Leech), who'd traveled all the way from Dublin (thanks to some unlikely help from Maggie Smith's Dowager Countess). Also present for the wedding was Mary's other grandmother, Martha Levinson (Shirley MacLaine), whose American ideals clashed instantly with the traditional English ways of the Crawleys.

Amid the joyous wedding celebrations, however, Lord Grantham (Hugh Bonneville) received some disturbing news. Apparently the master of Downton is a bit of a gambler, and put the majority of his wife?s fortune into a rumored good investment. -- a railway. But the fortune, which once saved Downton from financial ruin, was lost when the railway prepared to declare bankruptcy. The loss meant there was not enough money left to run the estate anymore, leaving Lord Grantham with what appeared to be only one option: Say goodbye to Downton!

All seemed lost when Lord Grantham finally broke down to tell Cora what happened, but there was hope on the horizon. Matthew inherited the fortune from the father of his deceased former fiancee, Lavinia. While Mary saw this as a saving grace, Matthew refused to keep the money. He just couldn't forgive himself for breaking Lavinia?s heart before she died from Spanish flu, and since her father had no idea about that detail, he felt taking the money would be wrong.

There was brief hope that possibly Mrs. Levinson could be convinced to help, but Mary and the Dowager Countess found themselves disappointed after some impressive courting attempts. Mrs. Levinson had already put enough money into what she saw as a symbol of a dying past, and besides, she didn't really have the money to do it. She claimed her husband "tied the money up" before his death, making it impossible.

The upstairs excitement definitely overshadowed some the less dramatic events occurring downstairs. But it will be interesting to see the new feud brewing between Thomas (Rob James-Collier) and O'Brien (Siobhan Finneran) grow and how Mrs. Hughes' (Phyllis Logan) health problem is expanded on more in the next episode.

As for the latest between Bates (Brendan Coyle) and Anna (Joanne Froggratt), the dark days continued for everyone's other favorite couple, but things will get brighter -- that is if Anna's constant efforts to free her husband prove successful.?

If "Downton Abbey" does one thing well, it's keep you eager to learn what's going to happen next. With the premiere set up of the Downton residents harshly finding their traditions threatened by a changing world, it's achieved that goal.

Jelly Bean update now pushing out to HTC One X on O2 UK

The update is pretty hefty in size at 365MB, so you'll want to be connected to WiFi. The 4.1 update for the One X has been rolling out internationally for a few months now, and while O2 customers will no doubt have been chewing their fingers off in anticipation, at last their patience has paid off. In addition to all the benefits of Jelly Bean like Google Now and Project Butter, the update brings with it the latest version of HTC's Sense software, known as Sense 4+. Feds: Second inmate who escaped Chicago jail captured

CHICAGO (AP) ? Weeks after a pair of bank robbers made a daring escape from a downtown Chicago high-rise jail, police said Friday they captured the last of the two men but didn't notice him at first because he had disguised himself as an older person.

Kenneth Conley was arrested in the Chicago suburb of Palos Hills after a short foot chase. Palos Hills Deputy Chief James Boie said Conley was dressed like an old man, wearing a beret and glasses, and walking with a limp when officers approached him.

He said Conley pushed one of the officers and led them on a foot chase. He said the fleeing man tried to break into an apartment to avoid being captured, but was caught and had a BB gun in his possession.

Conley, 38, escaped the Metropolitan Correctional Center last month with Joseph "Jose" Banks, apparently by smashing a hole in a wall at the bottom of a narrow cell window and squeezing through before scaling down about 20 stories using a knotted rope made out of bed sheets.

Banks was arrested two days later at a home on Chicago's North Side, about five miles from the jail. Conley managed to elude authorities for 17 days, but was still in the area when he got caught ? about 18 miles southwest of the federal facility.

The apartment complex where Conley was nabbed is across the street from the police department in Palos Hills.

Boie said officers checking on a report of someone sleeping in the basement of a building saw Conley, but he was disguised.

"One officer outside saw a guy who looked like an old man," the deputy chief said. "He had a beret. He was walking with a limp and he had glasses on."

The officers approached Conley to verify his identity and Conley claimed he "was just visiting and didn't have any identification," Boie said.

At that point, Conley pushed one of the officers and there was a small struggle before Conley ran off and tried to break into an apartment, Boie said. Two officers chased after him and caught him about a block and a half away.

Both Conley and the officer who was shoved were taken to a hospital. Their injuries weren't serious.

A man who answered the phone at a number listed for Conley's brother, Nicholas Conley, in the Chicago suburb of Orland Hills asked that the family be left alone. A message left for Conley's mother was not immediately returned.

On the morning of the escape, it took jail officials hours to notice Conley and Banks were gone. Surveillance video from a nearby street showed the two hopping into a cab shortly before 3 a.m. on Dec. 18. They had changed out of their orange jail-issued jumpsuits.

When the facility did discover the two men were gone around 7 a.m., what was found revealed a meticulously planned escape, including clothing and sheets shaped to resemble a body under blankets on beds, bars inside a mattress and even fake bars in the cells.

A massive manhunt involving state, federal and local law enforcement agencies was launched, as SWAT teams stormed into the home of a relative of Conley only to learn the two escapees had been there and left. The authorities searched other area homes and businesses ? even a strip club where Conley once worked.

Law enforcement officials left a host of questions unanswered, including how the men could collect about 200 feet of bed sheets and what they might have used to break through the wall of the federal facility.

Conley pleaded guilty last October to robbing a Homewood Bank last year of nearly $4,000. He wore a coat and tie during the robbery and had a gun stuffed in his waistband.

Banks, 37, known as the Second-Hand Bandit because he wore used clothes during his heists, had been convicted of robbing two banks and attempting to rob two others. Authorities say he stole almost $600,000, and most of that is still missing.

'Indefensible': Lawmakers slam delay on Sandy relief vote

A late-night decision from House Republicans to delay a vote to provide billions of dollars in relief to states hardest hit by superstorm Sandy has sparked a backlash among Democrats and some Northeast Republicans. If a vote isn't held Wednesday, the bill will have to be redrafted when a new Congress convenes, punting the weeks-old relief bill even further down the road.

On the House floor, Rep. Peter King, a Republican from storm-ravaged Long Island, N.Y., blasted the delay as "indefensible" and said Congress had a "moral obligation" to hold the vote. On Wednesday, he urged New Yorkers to withhold all donations to Congressional Republicans in an appearance on Fox News, apparently so hopping mad about the delay that he doesn't mind turning on his own party.

"I?m saying right now, anyone from New York or New Jersey who contributes one penny to congressional Republicans is out of their minds," King said. He even hinted he might jump ship from the Republican party altogether if they didn't vote soon.

Democrats have been even harsher in their criticism. Sen. Chuck Schumer of New York said in a press conference Wednesday that he was "infuriated" by a comment from Rep. Darrell Issa, a Republican from California, who said the bill didn't move in the House because it was filled with pork. Schumer said Issa should speak to one of the hundreds of thousands of homeowners who need help repairing their homes and will now face a delay in getting relief.

"Tell that homeowner to his face...that it's pork," Schumer said. He added that Issa would surely not want to face such a delay if an earthquake hit his home state: "I?know he wouldn't say the same thing about California."

Schumer added that he now hoped the bill would pass before the end of January, after the inauguration. House Majority Leader Eric Cantor had supported a version of the bill that split the aid package into two parts, but House Speaker John Boehner ended up deciding not to bring it up for a vote. "It's a Boehner betrayal," Schumer said.

A spokesman for Boehner, Michael Steel, said the Speaker is committed to passing the bill this month. Boehner is meeting with the New York and New Jersey delegations this afternoon and has told them the relief bill is his top priority for the new Congress, a House Republican leadership aide said.

Some Congressional Republicans have said the $60 billion bill, which had already passed in the Senate, is too expensive, does not provide for enough oversight for how the funds are spent?and that there is no real need to pass it quickly. The bill contains $11.5 billion for the Federal Emergency Management Agency's disaster relief fund, $17 billion for community grants that help businesses and homeowners with rebuilding and repairs, and $9.7 billion in government flood insurance. Another $11.7 billion would go to fixing damaged mass transit systems, and $5.3 billion for the Army Corps of Engineers to prevent future flooding.

"FEMA has plenty of money, there's no immediate needs," House Appropriations Chairman Hal Rogers, R-Kentucky,?told CNN on Tuesday.?"FEMA has enough money to last until at least late February-March."

Schumer rejected the idea that the relief bill was not urgent, even though FEMA is adequately funded for now. On Wednesday he said flood insurance funds are set to run out next week, and that many homeowners are facing more than $100,000 in damage, making the $32,000 FEMA maximum grant inadequate. Some homeowners can't sign repair contracts or get loans before they know the $17 billion in homeowner relief will actually be provided by the government, Schumer added.

The October storm left more than 100 people dead and devastated parts of the Northeast, including New York City.

The backlash is also a reminder that feisty tri-state area politicians do not hold back their anger. Outspoken New Jersey Gov. Chris Christie, for one, is scheduled to hold a press conference this afternoon.

And on Wednesday, New York Democratic Rep. Steve Israel told CNN that "we rushed to aid Kabul and Baghdad when they had damage, but when it comes to aid to New York and New Jersey, the House Republican leadership decided we weren't worth it."

The changes are coming in nine states that adjust their base wages annually for inflation, and in Rhode Island, where legislation last year set a higher minimum. The federal minimum wage, which is set by Congress and which sets the pattern in a majority of US states, remains unchanged at $7.25.

Pay gains for the affected workers affected will be modest ? an extra $190 to $510 per year for the average directly affected worker, according to the National Employment Law Project, a group that supports the idea of annual inflation-adjustment. But the upgrade is meaningful to workers who often earn about $16,000 in a year.

States where minimum pay is rising are Arizona, Colorado, Florida, Missouri, Montana, Ohio, Oregon, Rhode Island, Vermont, and Washington.

For years, the setting of minimum wages has been controversial. Critics say it artificially limits employment, while backers say it helps boost living standards for low-skill workers while not harming employment.

The issue remains fodder for debate among economists. Still, Vermont, with a minimum $8.60 an hour, has an even lower unemployment rate than next-door New Hampshire, where base pay is $7.25. Both states have unemployment rates below 6 percent of the work force, much lower than the national average.

The Jan. 1 minimum wage increases benefit 995,000 low-paid workers, says the the National Employment Law Project, citing research by the Economic Policy Institute. Most are directly affected (as their former pay was below the new minimum), while some 140,000 of those workers are receiving an indirect raise as pay scales are adjusted upward to reflect the new minimum.

More than two-thirds of the affected low-wage workers are over age 20 and work 20 hours a week or more.

Washington State has the nation's highest statewide minimum, now set at $9.19 an hour. That's about where the national minimum would be if it had kept pace with inflation since 1978.

Google Glass features 'still in flux', 'no plans' to display advertising

It's been a few months since we heard anything new about Google Glass -- fortunately, IEEE Spectrum has managed get a few questions answered by the project's lead, Babak Parviz. While noting that Google Now could be "very compelling" on the new hardware, he stopped short of saying that it would make an outing on the headset. There will, however, be a cloud-based API, which Parviz hopes will help to maintain a consistent user experience -- it's already been used to build both the email and calendar functions on Glass. Perhaps more importantly, when asked whether Google Glass would display advertising to its users, the project lead said that there were no plans for ads on the device. Google's keeping it vague with a precise feature list, but hardware-wise, Parviz says that the team is aiming for the headwear to last a full day on a single charge, with work still underway on head gestures -- still likely to be the least subtle input option alongside the (now patented) trackpad and voice commands. He added that the product is still on track to ship to those early 'explorers' early this year -- we're already polishing our glass block in anticipation.
